Simplify this repo

This repo is too complicated. When this repo started, we had the main menu included so it made sense to update it dynamically. Now the only links are footer links, which rarely change.

Dynamically loading the markup is causing some issues:

1. pages.nist.gov is not highly available
2. Usage is confusing
3. More maintenance
4. Code too complicated - have to include jQuery etc.

A few options:

1. Transition this repo to static assets
2. Move this resource to https://wcm.ipages.nist.gov/nist-component-library/latest/styleguide/ and deprecate this repo

@mdsteveb I created a GitLab repo for this header and footer markup. Would you be able to take a look at NIST Header Footer Template?

The idea is make the resource as simple as possible and encourage users to subscribe to releases. We would mark this repo as deprecated and set a date to remove it later. We would also update any guidance that links here.

If you know of other folks I should reach out to to try it out, please let me know. Thanks!

Jon - That would be problematic for all the Pages projects that reference the live copy of nist-header-footer that lives on pages. That’s how they work, referencing the JS and CSS from pages.nist.gov in place. Is there a reason you need to move it internally? That’s the guidance we’ve been giving people building Pages repos, because they don’t have to maintain a copy of the header-footer files that will go out of date. Steve

After a lot of consideration, we agree it's best for sites using this repo to continue offering the dynamic assets. @phernand42, from Public Affairs offered to maintain this repo's content and we will provide style/code updates as needed.

I will retire the GitLab repo to avoid confusion.
