HasReadOnly disables layouts

Layouts should not be disabled when a component is turned into its read-only mode. This is because disabledness is propagated, and also components inside are both disabled and read-only, meaning they look pretty bad.
In short, layouts should not be disabled, only individual components within layouts should.
