/localization-admin returns an empty html page (after 11 > 12 upgrade?)

We're in the process of updating from CMS 11 to CMS 12, and noticed the DbLocalizationProvider plugin no longer works in the CMS. /localization-admin returns 200, but with an empty iframe:
