Flaw in the `Player Ability` API

Describe the problem related to your feature request.
The current api to manage players abilities have currently one big flaw, is that you can't change the gamemode and the abilities in the same tick.
It can be useful to pass the player in survival but maintain the flying state.
What solution would you like?
Rethink the order of execution of systems.
