Refactor read code more generally

  • Wrapper for function from #86, as well as rewrite the rest of 10_ to achieve same end result as before
  • Wrapper should check if there is already a list of "good" filenames, and accordingly either
    • apply the triage function to all .dta files, extract dataframes as well as list of "good" filenames, and write out those filenames for future reference
    • or simply read in all the "good" files
