Parts of Civil Tongue does not work over the API

Most of its hooks are on specific controller events that are fired, which are not applicable to the API. If we want this work across the board, we'll need to filter at the API controllers.

This is something that I wanted to move to the rendering pipeline. Does it support adding stuff like this?
