Migrate away from swiftenv

Installing a single Swift version does not have to be this complex.
Especially when "it doesn't have build instructions" for the latest version 5.1.5.

On a second thought, it does have some benefits when it comes to snapshot versions.
5.1.5 support will be fixed soon now that I found the bug in swiftenv.
