GKC with blank Global Key Command does not set Dynamic Properties

The 3.7 feature allowing setting of Dynamic Properties from a Global Key Command and related components/traits does NOT execute if the associated field ("Global Key Command") is blank. Prior to the feature this made sense but now the GKC can have solely the purpose of setting Dynamic Properties.

Request is to remove the limitation and allow a GKC to set the Dynamic Properties even if it's Global Key Command field is blank.

For example, this GKC will not set the Dynamic Property "Layer" if the Global Key Command "unmask" is deleted:

Workaround - a dummy Key Command may be specified.
