Option to always show node labels

I would like to be able to always show the labels of certain nodes so that hovering is not required to show them. I am wondering what the best way would be to create this functionality or perhaps this could be introduced as a future node-level configuration option?

I've attempted to look at the source code where nodeLabel is being initialized but I have not yet been able to identify the code where the hover is checked and the node visual label generated. Any help would be greatly appreciated.
