SoS Notebook uses a shortcut C-S-O for this feature and JLab extension does not yet have it. Note that JLab currently relies on a jupyterlab-celltags extension to display celltags, and the extension is planned to be merged before 1.0.

Cannot seem to find a way to add keyboard shortcut, asking the developers now.
