Add new APP position

@NelisV asked me on Discord to open an github issue to request to add an APP "circle" for frequency LIPP_APP centered on LIPU Airport.

Can you also point me to some kind of documentation on how to test any changes? I tried to look in previous closed PRs but are really confusing.

Thanks to Ross Carlson we tested the change and it works thus closing this issue.
