Considering i have broken synology nas, i have its mac and serial number, is it possible to set it somehow in virtual dsm in order to have advanced media extensions and 1 camera license for survailance station?

But what is "valid VirtualDSM MAC address" and "valid VirtualDSM serial"? Are they the same as "HOST_SERIAL" and HOST_MAC"? And will this even work if my broken device is quite old DS211j?

No they are not the same. See #631 (comment) if you cannot start your broken device you cannot get them.
