Bluetooth connections on Linux - First "Scan BLE" always fails

The first time invoking "Scan BLE" on Linux always returns no new results (some cached ones did show up on my old laptop). I now have a brand new Ubuntu20.04 laptop and the same issue is still present (showing zero devices on the first Scan).

so I always have to wait 30 seconds or so for the first scan to complete before I can run a second scan, which always works reliably.
