Upgarde sus command

Most of the features have been added to the sus commands, but there are a few features that should be added:

• Add the classic ?sus command to just add sus notes (for leah 🙄)
• Make reply ephemeral false in staff chats
• Add multiple pages when viewing sus notes
• Ordering of the sus notes are a bit strange
