Description

The software shouldn't ask the user to create a wallet if there are wallets existing under the vega home se set during the Fairground initialization.

Steps to Reproduce

  1. Setup a wallet to a custom vega home
  2. Ensure the fairground config is removed to trigger the fairground on-boarding.
  3. Select the custom vega home from step 1.
  4. Watch the app asking you to create a wallet whereas you already have some.

Expected behavior

When we already have wallets under a vega home, wallet creation should not be asked during the on-boarding.
