Update benchmark page descriptions for VTR 9 release

The benchmark page description at https://docs.verilogtorouting.org/en/latest/vtr/benchmarks/#titan-benchmarks needs to:

Include TitanNew (or change the name to TitanPlus)
Call the NoC benchmarks Hermes, and update their count etc.
Remove the 7.0 version from the VTR benchmark description

The Titan page at
https://docs.verilogtorouting.org/en/latest/vtr/benchmarks/
needs to mention the FPL 2023 paper and TitanNew more prominently.
