Describe the bug
Admin CLI actions(CreateUser, DeleteUser, ChangeBucketOwner) are not supported in S3 proxy.
To Reproduce
Run ListBuckets_as_admin test on S3 proxy server.
Expected behavior
Admin CLI actions has to be supporte in s3 proxy.

This is implemented
