Shortcuts work only when a paint layer is selected

It seems like the shortcuts to open the panels T and N word only when we're on a paint layer. Otherwise we're forced to use the mouse.

Interesting, that's a neat little bug. Unfortunately, I haven't got much time to look around the code lately, but I'll try to check what might be causing it during this week!
