Suggestion update to r21e LTS, but not to 22.

Added separate issue #114 for last LTS release.

I added the NDK 22 support upstream, but lately I've had issues with it, so I'm sticking with 21e for now. I suggest you wait till the next LTS release instead, whether 23 or whatever.

I am using the latest LTS NDK 23b without a problem now, submitted my changes at swiftlang/swift#39921.
