It would be useful if the "schedule for" on the newsletter edit screen also included the time of day.

actually, it doesn't matter about the time.
cron job has its own time to run.
so if you want to initiate the email based on time, cron's time is preferable.

I think too that it would be useful. Even for people, who don't have any possibility to change cronjobs when they want. You can set a cron job, for example for 2 minutes, and will be checked whether they agree date and time (with a small margin), and if so, then begin send.
