[Admiral-Standalone][UI] Project repositories view for project viewer displays incorrect labels

Labels are not being mapped correctly due to lack of harbor instance. This results in displaying not the titles themselves but rather property tags.

Project viewers are a a harbor specific role and the project repositories is a harbor specific view. If there is no harbor instance, this view should not be displayed (e.g. in standalone mode the screen for project viewers should probably be empty)
