[VIC] The 'Scan' button on the tag detail page does not work

[Impact]
The user can not trigger scan action with the current image tag with this button.

[Workaround]
The user can use the scan button in the tag list page to trigger scan action to the specified image tag.

Please directly set withClair in <hbr-tag-detail [withClair]="true" ></hbr-tag-detail> to let the scan button on that page work.
