Add version information to UI

Story
As an administrator of VIC I want to easily determine the version of the management portal I'm interacting with
As a user of the VIC management portal I want to be able to easily obtain the version of the portal when obtaining support via internet, admin, or VMware

Details
I have looked through the appliance deployed at https://wdc-harbor-ci.eng.vmware.com:9443/ but no where can I find a version string, except embedded in doc links.

I would expect to find an About section under Administration at a minimum, and maybe have version present as an annotation in the header or side bar at all times.
On a related note as information that's useful at all times - remote system time. If attempting to look at log entries it's very useful to know about any skew between local clock and log source.
