Single source of truth for configuration options

I'm unclear about the ownership of the vagrant provisioner and it's documentation. It seems part of it is documented on vagrantup.com, vagrantup.com points to here for advanced setup, and there are undocumented options too. What's the best way to make vagrant / test-kitchen (kitchen-salt) configuration straight forward? I'd be happy to help solidify things if Salt could assist. Suggestions?
I think I can answer my question here, but I'd like to confirm. I'm thinking the best path is to update vagrants website documentation. Also, currently vagrant's source points at the saltstack/salt-bootstrap/bootstrap-salt.sh script to stay current. Should a windows version be added to the same repo to keep current and standardize the boostrapping of salt? I'd be happy to create that powershell script for windows if it would be accepted.
