Add support for PHP

PHP is a popular language for building web applications. The WebAssembly Language Runtimes project already supports multiple versions of this language, so we can take advantage of it and add support to wws.

Describe the solution you'd like

I want to write workers using PHP. These workers should include the same features as other workers like Ruby, Python or Rust.
