cf-mgmt export-config does not export metadata for orgs/spaces

Describe the bug
I have orgs and spaces that have metadata for labels/annotations, but cf-mgmt export-config does not retrieve those values
To Reproduce
Steps to reproduce the behavior:
- Create Org
-
- Add labels to it
- run cf-mgmt export-config and the orgConfig.yml file shows null value for metadata field
Expected behavior
metadata field should be updated to reflect the org metadata
