Password Expired

I just rebooted my VCH and am prompted that the root password has expired. After changing it, I am able to login. Running chage on any of the account shows the paswords expired July 9th 2020. After a reboot, I am once again prompted to change the root password.
I brought my system down yesterday and when I powered everything back up the VCH console showed this. Docker never started on the host. Once I changed the password and was able to get to a command prompt, every account on the appliance expired on 7-09-20. I downloaded the OVA again, uninstalled and redeployed VIC, but still have the same issue with a new VCH deployment. Any ideas?
Never mind.. this was a red-herring.. I changed the vcsa certificate and the port-layer log showed it couldn't connect.
