Start named automatically if not running

If hostname lookup fails, the run harness should try starting named on the host with the hostname ${hostnamePrefix}Dns before exiting with an error. A message should be emitted to the console to indicate that the harness has performed this action.
There must be an option to disable the automatic start. This is needed for cases where /etc/hosts is used instead of DNS lookup.
