RPC Installer sometimes creates duplicate files instead of installing to TSBin

Testing a solution within the next release's code, as well as shipping the v8 Fun with Pets expansion without RPC preinstalled to the game files. Will avoid the RPC Installer/Updater altogether during installation and use the manual download.
