Support CUDA 10-based installs

The install script (https://github.com/voxel51/eta/blob/develop/install.bash) needs to be updated to support CUDA 10 installs. CUDA 10.0 requires tensorflow-gpu==1.14.0.
The README needs to be updated to document this too. As well as any other CUDA mentions.
