7zip is not installing so as if statement doesn't work

Hi,
Please pay attention that if $facts['os']['family'] != 'Windows' - statement doesn't work at least on Windows 2016 so as os family fact has value "windows" starting with lower case.
Here's error message:
change from 'absent' to 'present' failed: 7z.exe not available
Error: Could not run: 7z.exe not available
