Change cookbook versioning scheme

We can't have the cookbook version precisely match the Oracle version. It doesn't allow for cookbook updates, or even when Oracle pushes a new build (see #28) for two reasons:

  • non-numeric characters aren't allowed in cookbook version (so 11.0.2-b9 is not allowed)
  • the chef supermarket does not allow unshare'ing/deleting a specific release - so there's no way to re-release a version
