problem about new tab for 'book-appointment/{unique_suffix}'

The driver cannot open https://uk.blsspainvisa.com/visa4spain/book-appointment/{},
During debuging, I found the reason is that the new tab are blocked when we excute self.driver.execute_script(f'window.open("{link}","_blank");'.
I tried
prefs = {
'profile.default_content_setting_values' : {
'notifications' : 1
}
}
The option setting does not work,.

It should put the select date page, for example https://uk.blsspainvisa.com/visa4spain/book-date/QwertYU123
