Please Describe the Issue:

"Public" is missing from the HTML page available at https://www.w3.org/ns/activitystreams, but defined in the JSON-LD document (https://github.com/w3c/activitystreams/blob/master/ns/activitystreams.jsonld). It should be added to the HTML page (https://github.com/w3c/activitystreams/blob/master/ns/index.html).

I don't see a good reason to leave this out of the terms document. It is in fact in the context document, and most or all other terms in that document are listed. It is part of the ActivityPub spec, but there are other AP terms listed on that page.

I will make a PR to update the terms document, and we can approve at the SocialCG meeting. However, I seem to recall a complicated manual process for deploying this document to the W3C servers. I'll follow up to find out how that works.
