RFC7111 and uri-template-properties

I was curious to the relationship between RFC7111
https://tools.ietf.org/html/rfc7111#page-6
where
http://example.com/data.csv#col=2
and
http://example.com/data.csv#col=1-2
can refer to a column and a range

compared to that of
https://www.w3.org/TR/2015/REC-tabular-metadata-20151217/#uri-template-properties
http://example.com/data.csv#_col.[2] referring to column 2
but I didn't see a range equivalent in this document.

Does one replace the other? I didn't see any mention of RFC7111 in the CSVW documents.

Found the reference to RFC7111 after some more reading. Answered my own questions.
