Add "meeting minutes widget" to WG template

Reusing @gosko's work on this.
Expand documentation with additional instructions for groups (about filling in their "canonical" IRC channel, so that the widget can find their minutes).
Only remaining question is: how to handle authorisation for non-public meetings.
