Horizontal Reviews: apply the Github label "Horizontal review requested" to request reviews for accessibility (a11y), internationalization (i18n), privacy, security, and TAG. Also add a "card" for this issue to the Strategy Funnel.

Note: we're extending the current charter by 6 months (until end of September).
(we're struggling to get eyes on a preliminary draft charter but we're pushing)
We now have a draft charter for PSIG (see first comment of this issue).
Next steps:
- October 31: Deadline for PSIG to suggest changes to the draft charter
- November 14: Start of the AC review
- December 12: Deadline for AC Review
- December 19: Approval of new PSIG charter (assuming no substantive changes needed)
In the meantime, we need to extend the current PSIG until the end of December 2024.
