Modify fly-out menu advice to reflect new SC 1.4.13 Content on Hover or Focus?

The tutorial on fly-out menus covers the option of showing/hiding menus with CSS :hover

Arguably this would fail the dismissible requirment of 1.4.13 because int would require mouse users to move the focus to close the fy-out menu. This may need changing.

What would be a discoverable way to do it? Listening for ESC and if a menu is open, close it?
