Phase out Github Pages

As we can auto-publish everything to TR, it would be nice to phase out gh-pages entirely for the working group.

Is ReSpec fully ready for this? (Can it feature everything gh-pages does also in TR?)

Part of this is planning that part :) ... so we need to identify the few little things we need to enable on TR.

But technically, yes... we can do the transition and then add then nice things (e.g., copy button on WebIDL) to the embedded script.
