Syntax may still be updated in CSS Color 5 to re-introduce the legacy versions. Perhaps worth waiting until this happens.

CSS Color 5 now only extends the modern color syntax part of the rgb() and hsl() functions, so no further need to re-introduce the legacy syntax. Closing the issue accordingly.
