Interestingly, that list doesn't even show any Django v4.* versions, so it might be pulling pypi information from an outdated registry?

Ah, the reason for this is that the docker version still uses Python 3.7 instead of 3.9 or 3.10, so it won't find Django 4.x (which requires 3.8 or higher)
