enhancement: AddDiskWatcher to monitor file date time

Hi, I would like to request that the AddDiskWatcher .EnsureThat file date and time is comparable to let us know about stale dated files.

Hi! I'm not sure if you still need this feature but I've created PR for that warden-stack/Warden.Watchers.Disk#2
