Allow suggestions starting from each taxonomic rank without previous ranks

When no prior taxonomic context is provided, generate a response of the paginated + shortest results from that ontological table. E.g. When the kingdom is unselected but a user immediately types "g" into genus, generate some suggestions "galaxidae" etc..
When a more defined taxonomic rank is selected before a broader category, travel up the parent nodes and back fill the broader categories.

Partially working. Users can get taxonomic suggestions for a high specificity classification without the broader taxons now.
