Agent Assignments

There needs a way to unassign an agent from All assignments within an operation (i.e. they backed out), or unassign All agents from all assignments within an operation (i.e. Operation Complete, or Operation Canceled).

This is to remove the "current assignments from their list of "to do" items.
Could be linked to #8 for Completed Op and automatically updating steps to "Completed" as well.
