Return sanity to the page builder interface

I'm going to do some horrifying things to code and will use this as a reference issue.
- Revert all builder related changes made since 0.16.3, when things worked.
- Make sure we're synced properly with Make 1.3.2, the last release we'll have complete parity with.
- Add support for column classes, something that was not available in 0.16.3.
- Consolidate column templates into one, something that was not part of 0.16.3.
- Try to improve the interface a bit to match the nice parts of Make 1.4.x while retaining the TinyMCE editor behavior that our users expect.

At this point, we're back to the builder as it was in 0.16.3 of the Spine Parent Theme. All other non-builder changes made still exist.
