CI: Weekly wasmer-argus run

Create a weekly Github Actions job that runs wasmer-argus.

This will catch any future compilation issues or regressions in the compilers.

We should make sure that the output is properly communicated so we notice failures, because we might easily miss the failed CI task.

One potential solution: send the output to Slack through a webhook.
