Ability to configure the host for dev mode server

The development mode server starts at localhost on 4400 by default which is fine. However, imagine we can configure the host to say 0.0.0.0, then it becomes possible to configure dociql to run in docker container even thought it does not have docker support yet

Thats actually the default, my mistake
