Add ability to install *.deb packages using apt module's deb parameter

It's sometimes useful to be able to install *.deb packages directly. This is often the only way to install proprietary GUI apps with apt (e.g. Slack), or one of the better ways to get up-to-date packages (e.g. Vagrant).
