Scope: historical surface observations

User story: I want to be able to see recent surface observations.

A highly-used aspect of the current weather.gov is the ability to view historical observations. https://www.weather.gov/wrh/timeseries?site=KMFR&hours=72

We have also received feedback that suggest this functionality is needed.

There are "point-based" historical observations and spatial/map-based historical observations to consider here.

Worth noting that the API keeps last 7 days worth of hourly obs, e.g. https://api.weather.gov/stations/KFWS/observations and https://api.weather.gov/stations/KJKL/observations
