Add a github action to generate release notes

We want to follow wge's approach of having a github action that automatically generates release notes. It will depend on the PR labels. It would be good to follow the same labels as enterprise for sake of consistency and calrity when people work across several repos.
This work should also include another github action that runs on PRs to make sure they are assigned a label for release so PRs dont get merged without labels.
We want to also extend the readme or perhaps create another doc in the appropriate location in the repo that states the different labels and how they reflect in the released notes.
@serboctor do we have different labels to define? or just add the same labels as weave-gitops-enterprise?
also there's ui label mentioned in weave-gitops-enterprise, should i mention it also or it's out of the agent scope?
@nohasaayed ui label would be out of scope. Can you share their other labels in the issue?
